Josh, the young son of Harm's deceased flight school roommate Luke Pendry, witnessed a murder while on a class trip to Andrews Air Force Base. His mother, Annie, asks for Harm's help to deal with the situation. Soon it is clear that the murderers are now after Josh, to silence him. As the danger intensifies, Harm and Annie are drawn closer together. Then Josh is kidnapped, and it takes a combined Navy-CIA effort to rescue him.
Annie and Josh Pendry previously appeared in the Season One episode Pilot Error, and in the Season Two episode Jinx.
