Lt. Buxton's action, which resulted in the deaths of three Russian peacekeepers, has created an international incident. The SecNav, caving under intense political pressure, demands that Buxton be charged and court-martialled, ASAP. Buxton, however, shrewdly taps Harm as his defence lawyer to prevent him from being subpoenaed as a witness for the prosecution. So despite his protestations that he has left the JAG Corps, Harm finds himself back in the courtroom, even as he continues to fly missions over war-torn Kosovo.
