Harm, Mac and Sturgis must find a way around the CIA's classified information rules regarding the loss of a nuclear submarine and its passengers in order to follow the orders of the new Secretary of the Navy. cbs.com
Harm, Mac and Sturgis are detailed as counsel to investigate with the objective of persuading the court in a board of inquiry, to declassify information concerning the loss of the USS Angelshark, a sub which disappeared December 21, 1968 during a CIA mission. They meet with Catherine Gale, chief counsel for the CIA.

Harm, Mac and Sturgis brainstorm the case. Sturgis tells them that there was a rumor that submarines performing secret missions carried self-destruct charges.

The team meet with Catherine Gale and the Admiral who was Commander of the submarine force for the Pacific fleet. The Admiral tells them that the Angel Shark was on a top secret mission. Afterward, Mac tells Harm and Sturgis about information that Bud found on the internet.

With Catherine Gale present, Harm, Mac and Sturgis meet with the former Chief of Naval Operations at the time of the sub mission. He tells them that the Angel Shark was found and recovered, and that the CIA led the recovery mission.

Admiral Chegwidden, under pressure from the SecNav, asks for an update on the case. Harm suggests that the Navy file a subpoena to obtain records from the CIA.
