Harm meets with the inspector of Interpol in Naples, Italy to discuss the pattern of murders that have taken place while the ship was in port.

Harm opens his hotel room door to find LCDR Manetti in a towel fresh from the shower. . . her room wasn't ready yet.

Harm and Manetti meet with the inspector from Interpol to discuss the murders.

Harm and Manetti board the USS Gillcrist to begin their investigation. It is determined that all four murders were committed while the Gillcrist was in port and they narrow the search to which duty section was on liberty at the time of each murder.

Interviews with leaders whose sections were on liberty during the murders yields two suspects.

Harm and Manetti confer on the faintail. Manetti doesn't believe that the suspect they just interviewed fits the profile of the killer. They decide to search for the other sailor, who is on liberty.

The Command Master Chief tells the group that the other Petty Officer wouldn't hurt anyone, but the Interpol inspector agrees to try to locate him.

The suspect is caught trying to flee, and when he is questioned it becomes apparent that he is not who they are looking for.

When the other sailor's alibi didn't pan out, Harm and Manetti question Petty Officer Hold, who breaks down and tells them that he raped the woman he was with. But things get complicated when he tells them he had no idea they were talking about a murder. His story is corroborated by the victim.

Harm and Manetti thank one of the sailors who is leaving for the next port call of Monaco, for his help with their investigation. The sailor's wife had met him at Naples, which gave Harm an idea that maybe the murderer isn't a sailor, but someone who travels to each port to meet a loved one.

In meeting with the skipper of the Gillcrist, it becomes obvious that the person they are looking for is her stepson, who has had anger issues since his father passed away. He has visited the Commander at all the ports where the murders have occurred.

Harm and Manetti confront the killer, who posed as a sailor to lure his victims. He tries to escape but is no match for them.
